Balkh University Collegian Assembly Statute

General Commandments
This statute is prepared and ordained according to the thirty-fourth article of Afghanistan Constitution.
Name of the Organization: Balkh University Collegian Assembly
Forming Date: 17, 01, 2012
The Logo of BUCA (Balkh University Collegian Assembly)
The pen: is used as a tool of struggling against ignorance and for expansion of cultural issues.
Camera: is a real open window which is the BUCA uses to reflect the facts in the society.
Computer: is the sign of modern technology. BUCA has plan to conduct effective didactic programs for the purpose of making students ready to use computer as a communicative tool. By receiving this educational training about computer students can take their first steps to reconstruct their society and country.
Microphone: is a tool for transmission of voice. The BUCA uses this tool to express and reflect the facts and uses it to make others listen to peoples’ voice.
J: stands for journalism
AASB: stands for Academic Association Students of Balkh Journalism
1. Balkh University Collegian Assembly is an independent and non-political organization which is assisted by Balkh University to enhance the skills of journalism in North.
2. BUCA is a piece of Balkh University and is independent to its internal decisions and sessions.
3. One of the permanent members of this assembly is the founder of the assembly.
4. The positions like Executive Responsible, General and Communication Manager, and Publication Responsible should be elected in an elective manner.
5. In case two-third of the Assembly votes for disemploy of mentioned positions, they will be fired.
6. None of the assembly’s members can use the name and equipments of the assembly privately.
7. Members of the assembly cannot hold educational or any other program unless all members of the assembly are well-informed.
8. None of the assembly’s members can establish a relationship with the government authorities without a previous coordination of all members.
9. The General session of the assembly is held weekly in the office of the assembly.
10. Every member of the assembly is responsible to submit his/her work report to the general sessions, weekly. Note: it’s mentionable that all members must be on time in the sessions.
11. The assembly members should conduct at least 3-5 educational programs for the members of the assembly.
12. The assembly will have a specific bank account. The authority to operate financial issues just belongs to executive responsible. The deputies of the executive responsible will have the authority to operate financial issues in absence of him/her.
13. The BUCA depends not to any tribe, religion, party, or nationality. It is formed of all tribes and citizens of Afghanistan.
14. The tasks in the assembly are always done in a consultant manner and the decisions are made by the views of all the assembly’s members.
15. The assembly has started its work by the assistance of Balkh University and Journalism Faculty.
16. The assembly does have no secret subjects, its financial sources, goals and its organizational structure are all put in public views.
The Assembly’s Work Plan
1. The assembly holds the following educational programs for students:
· Online Journalism
· Photo Journalism
· Web log writing
· Web designing
· Cool edit
· Premier
2. Introducing the assembly’s members to media and civil society institutions.
3. Practicing academic, investigative and social projects as well as conducting research on cultural and social problems.
Goals:
1. Enhancing the level of education and awareness of students.
2. Improving the academic and practical capacity of student.
3. Exchanging ideas between the members of the assembly.
The Structure of Organization
The organizational structure of the assembly is as following:
1. Executive responsible
2. General & Communicative manager
3. Publication manager
Duties and Authorities
1. Practicing all the plans, decisions and organizing the assembly’s tasks is the responsibility of the executive responsible.
2. The executive responsible has the job of monitoring and controlling of the financial issues of the assembly.
3. The general manager has the job of coordinating of the assembly’s members and coordinating them with others as well.
4. Monitoring and managing the educational programs which are held by the assembly is the responsibility of the general manger.
5. Informing the members of the assembly from program and sessions and managing the sessions are the responsibilities of the general manager.
6. Managing all the publishable and informative things as well as presenting reports from sessions is the responsibilities of the general manager and members of the assembly.
7. Managing and selecting publishable programs is the responsibilities of the publication of the assembly.
The Criteria for Taking the Membership and Omitting from Membership
The criteria for taking the membership are as follows:
1. The applicants should be Afghan citizens.
2. At least should be 18 years old.
3. At least should have Bachelors Degree.
4. Should know English and have skills in computer.
5. Should be punctual in principles of the assembly.
6. Should pay respect to Islamic and moral values.
7. Should have the sense of teamwork.
The criteria for omitting from membership are as follows:
1. Being reckless for his/her responsibilities.
2. Being regardless of the principles of the assembly.
3. Misusing from the membership of the assembly.
4. Being absent from sessions more than three days.
Resources
1. The expenditures of the assembly is formed from the membership of the assembly as well as from aids of NGO’s and Institutions.
2. Taking funds for educational and social programs from NGO’s and practicing them.
